Meaning of protocol

The term protocol is derived, via French and Medieval Latin, from the Greek word πρωτόκολλον protokollon "first glued sheet of or onto a papyrus-roll". This comes from the act of gluing a sheet of paper to the front of a document to preserve it when it was sealed, which imparted additional authenticity to it.

For a start, protocol might be defined in two different ways. On the one hand, it is a set of rules of formality that govern the diplomatic and official acts and ceremonies or normative. On the other hand, though, it could be also referred as a set of rules of courtesy that are followed in social relations and have been established through habit. 

It also should be known the difference between protocol and procedures. Basically, a protocol is a set of rules under which the procedure should be done, or rather procedure should be done by protocol.
